Why bother sealing?
You’ve just had your paving cleaned but even after only a few weeks (as in the top left hand part of the picture) moss, weeds. oil and other marks have started to reappear. This will happen because there is no barrier between the upper surface of the blocks and the environment. That’s why the blocks needed cleaning in the first place.
After cleaning however, you can apply a paving sealant (as shown in the bottom right hand portion of the picture). The weeds, moss cannot grow in the jointing sand because the roots cannot penetrate the sealant and the oil cannot stain the blocks again because there is a barrier.
What is sealing?
In this context putting a non-porous substance (the sealant) over a porous surface (the paver and the joint). Whether new or old most forms of paving can be sealed. Obviously if it is applied to new paving it prevents the staining and marking in the first place.

What are the benefits, it costs money?
Sealing may be particularly beneficial to some types of paving. It’s not just
something to prevent staining or marking, it also maintains the structural
integrity of the surface, particularly with block paving.
Block paving sits on amongst other things a layer of sand. In between the blocks there is a joint usually filled with sand.
Providing the base for the paving is properly constructed and the joints maintained the paving will function properly. Failure is usually caused by loss
of jointing medium sometimes with catastrophic effects. When the jointing medium is lost the blocks start to move allowing penetration of the sub base.
Water gets into the sand base washing it away and in some cases turning it into
something akin to quicksand. Blocks can crack, sink and channel where there is
heaviest load. Eventually the paving will fail and the only option is
replacement. Sealing the joints and blocks can help to prevent this happening.
